Senator J. Kalani English was raised in Hana, Maui by his grandparents who instilled in him a strong work ethic and dedication to family and community. Bilingual in English and Hawaiian languages and proficient in Mandarin, Senator English possesses uniquely diverse attributes. . He has both a distinguished birthright and well-earned recognition as a ranking Ali’i 7th degree, Royal Order of Kamehameha I and member of The Honorable Order of Kentucky Colonels.

Of Hawaiian, Tahitian, Chinese & Russian Jewish heritage, Senator English graduated from Kamehameha Schools in 1984. He went on to Taiwan, continuing his studies and received a certificate from the Center for Public and Business Administration Education from the National Chengchi University. Then in 1989 he earned his B.A. in Pacific Islands Studies from Hawai'i Loa College. He is an alumnus of the East-West Center’s Institute of Culture & Communication, and completed graduate studies at UH Manoa in 1995 with an M.A. in Pacific Island Studies.

Senator English built upon his diverse personal and educational backgrounds by developing expertise in a variety of professions including culture, education, horticulture, tourism, journalism, and public service both as a diplomat and as an elected lawmaker. From 1993-1996 he was an adviser to the Permanent Mission of the Federated States of Micronesia to the UN. He was Chief of Staff for a state Senator from 1995-1996, served as a two term Councilmember on the Maui County Council from 1997-2000, and joined the Hawaii State Senate in November 2000.

During his first term Senator English was the Senate Floor Majority Leader and served on several committees. In his second term, he served as Chair of the Senate Committee on Energy and Environment, and was a member of the committees on: Judiciary and Hawaiian Affairs; Science, Art and Technology; Water, Land and Agriculture; and, Ways and Means. Now in his third term, he is chair the Senate Committee on Energy, Environment and International Affairs and a member of the committees on: Judiciary and Hawaiian Affairs; Water, Land and Agriculture; Intergovernmental Affairs; Media, Arts, Science and Technology; and, Ways and Means.

Senator English constantly seeks out opportunities to further his development as a Legislator and community leader. In 2003 he completed The Program for Senior Executives in State and Local Government at the John F. Kennedy School of Government at Harvard University. He also participated in the prestigious Flemming Leadership Retreats and the Council of State Governments’ Henry Toll Fellowship Program.

Hailing from Ngeremlengui State is Delegate William Ngiraikelau, who currently a Floor Leader at the House of Delegates. He was born in Koror State on July 31, 1951 to Ngiraikelau Beouch and Ngeruudes Ngiraikelau of Ngeremlengui, and has five brothers and eight sisters. Delegate Ngiraikelau is married to Edwina Kubarii Milong and they have four children, two girls and two boys.

Education background in chronological order: Ngeremlengui Elementary School; Palau High School; and finally Black Hills State College in South Dakota where he earned his Bachelor of Science Degree in Business Administration.

Before his election to the House of Delegates of the 4th OEK, he was a member of the Second Ngeremlengui State Legislature as a Speaker. The congressman has held numerous positions as Accountant for the Trust Territory Government, Accountant for former Micronesian Occupational College (now Palau Community College), Manager of Palau Fishing Authority, Accountant at Civil Service Pension Plan (CSPP), and Accountant for the National Development Bank (NDBP).

His diverse work experiences served the Delegate well in the performance of his duties in the Fourth Olbiil Era Kelulau. Earning the respect conferred on him by his colleagues because he gets the job done, he was appointed Chairman of the Committee on Governmental Operations; Vice Chairman of the Committee on Judiciary and Law Enforcement and member to other Committees.

During the Fifth Olbiil Era Kelulau, he served as a Chairman of Money and Banking Committee; And during the Sixth Olbiil Era Kelulau he served as Chairman of Education Committee and Vice Chairman on Ways and Means Committee until March 2004 and became Vice Speaker; And now at the Seventh Olbiil Era Kelulau he is currently a Floor Leader of the House of Delegates and also Chairman of Foreign Affairs and State Relation Committee.

As a member of the track & Field representing Palau during the 1969 Micro-Olympics held in Saipan, Delegate Ngiraikelau participated in the 400 meter dash relay and other events. In the ensuing 33 odd years, no Micronesian has ever broken Delegate Ngiraikelau's record in the triple jump of 44 feet 10 1/2 inches, in which he proudly came home with the Gold Medal. For his outstanding athletic feats, the Government of Palau awarded Delegate Ngiraikelau with a Certificate of Honor as a true Olympian.

Vice Speaker Alik was born in the outer island of Jaluit Atoll on June 23, 1949 to a family of twelve. He attended Imroj Protestant Elementary School and during the late 60's, he attended Rong Rong Protestant School. In 1965, he attended the Marshall Islands High School and graduated in 1969 with a diploma.

From 1970 to 1974, Vice Speaker Alik attended the University of Guam and graduated with a BA in Elementary Education and a minor in Special Education. He later taught at the biggest elementary school on Majuro, Rita Elementary School. He transferred a few years later to teach at the Marshall Islands High School.

In 1978-1983, Vice Speaker Alik worked for a legal firm and went to law school in Papua New Guinea where he graduated with a degree in law (LLB). After law school, he was employed by the Nitijela (parliament) as an Assistant Legal Counsel and later transferred to the Office of the Attorney General as an Assistant Attorney General. He later accepted a post at the Office of the Public Defender as its Chief Public Defender. He also held a position of Directing Attorney for the Micronesian Legal Services from 2000 until November 2007, simultaneously, as he served as a Senator representing Majuro Atoll to the Nitijela.

As for political office, during the General Election of November 1990, he was elected as a Senator representing Jaluit to the Nitijela (parliament). He served for only one term but did not seek for re-election. During the General Election of November 1999, he was asked to seek a seat for one of the five seats for Majuro to the Nitijela (parliament). He was elected and has served until this current term. During the recent term, Senator Alik was elected as Vice Speaker of the Nitijela (parliament).

At the APIL General Assembly in Guam, May 2008, Vice Speaker Alik J. Alik was elected by his colleagues to serve as the organizations’ Treasurer for the APIL 2008-2009 Term.

Vice Speaker Alik Alik is married and have five children and four grandchildren and enjoys local farming and fishing.
