CURRENT ISSUES

APIL handles regional issues through four committees and several subcommittees. The committees work on issues identified by APIL members and then prepare resolutions that are voted on at meetings.

Extending sincere appreciation to I Mina Bente Sais na Liheslaturan Guahan (the 26th Guam Legislature) for the hosting of the 41st Board of Directors meeting of the Association of Pacific Island Legislatures.

2. Resolution No. 41-BOD-03, CD1

Recommending that the General Assembly of APIL endorse the formation of the Rock Island Airlines in the REpublic of Palau to further meet the needs of the people of the Micronesian region.

3. Resolution No. 41-BOD-04, CD1

Recommending that the General Assembly of APIL invite the Rock Island Airlines to consider extending its service to the member entities of the APIL as well as to consider extending the invitation to the member entities to invest in the Rock Island Airlines as a regional air service provider.

4. Resolution No. 41-BOD-05, CD1

Requesting the General Assembly of the Association of Pacific Island Legislatures to urge the United States Congress to fulfil its obligations by appropriating funds previously authorized for the Prior Service Trust Administration.

To encourage the United States to consider the devestating impact of global warming and its direct impact on the APIL representative region, and to create an investigating committee to study the adverse effects of global warming on the APIL representative region.

Requesting the release by the United States of America of all documents to include those that have been de-classified relating to the levels of radiation fallout in the APIL representative region from 1946 to present.

Requesting APIL member governments to support the training and hiring of competent local citizens within both the public and private workforces, to promote a regional labor exchange in order to reduce the region's dependence upon foreign labor, and to restrict the importation of outside labor to those cases where no local worker can provide the necessary services.

Requesting APIL member governments to increase efforts at regional cooperation in law enforcement.

Requesting APIL member governments, when authorizing medical referrals which are either government paid and sponsored and/or covered by insurance, to maximize the use of regional medical personnel and facilities before making a medical referral outside of the region, and further requesting that each island member entity of the APIL upgrade their medical infrastructure to strengthen the medical services available within the region.

Extending deepest and most sincere appreciation to the Ayuda Foundation and its staff, teams of volunteers, corporate donors and individual supporters for their unselfish commitment and assistance to the people of Micronesia, and extending a very special expression of appreciation to the owners, management and staff of Continental Micronesia, Inc. for their generous and continuing support to the Ayuda Foundation and its medical missions to the islands of Micronesia.

13. Resolution No. 39-BOD-17

Extending appreciation to the United States Government for the creation and implementation of the E-Rate Program for schools and libraries; respectfully requesting the U.S. Department of Education to place emphasis and priority on Micronesia in their decisions relative to the application and extension of the E-Rate Program; and requesting the non-U.S. affiliated APIL island governments to work closely with the United States Department of Education in a joint effort to establish a truly integrated system of telecommunications learning centers throughout the Pacific.

Authorizing and directing the APIL Secretariat to follow up on resolutions adopted by the APIL Board of Directors and the APIL General Assembly.

Expressing concern with the overall reduction of airline service to the island states/nations in the Pacific Island/Oceania region, and a call for each member state/nation of APIL to investigate the monopolistic environment within the airline industry.

A Resolution requesting the Visitor Agencies of all APIL entities to commence promotions and marketing of Micronesia as a new destination to the cruise line industry.

A Resolution expressing the sincerest appreciation of the Association of Pacific Island Legislatures to His Excellency, President (Beretitenti) Teburoro Tito for his wise, gracious and inspiring opening remarks to the board of Directors and for the bountiful and delicious opening meal during the 37th Board of Directors' meeting of the Association of Pacific Island Legislatures.

A Resolution expressing the sincerest appreciation of the Association of Pacific Island Legislatures to Honorable Speaker of Parliament of Kiribati, Mr. Tekiree Tamuera and Mrs. Tamuera for hosting the buffet dinner to say farewell to the Directors of the 37th Board of Directors' meeting of the Association of Pacific Island Legislatures.

A Resolution expressing the sincerest appreciation of the Association of Pacific Island Legislatures to the Republic of Kiribati, His Excellency, President (Beretitenti) Teburoro Tito and the Parliament of the Republic of Kiribati for the use of the beautifull Otintaai Hotel, its staff and facilities, and for hosting the 37th Board of Directors' meeting of the Association of Pacific Island Legislatures and for bringing the gracious hospitality of the Republic of Kiribati to all members and delegates.

6. APIL Resolution No. 37-BOD-06

A Resolution expressing the consensus of the APIL Board of Directors to continue to maintain the APIL Central Secretariat Office in Guam and to express sincerest gratitiude of the Board of the Association of Pacific Island Legislatures to Guam and specifically to Senator Carlotta Leon Guerrero of Guam providing space and use of equipment at no charge to the Association of Pacific Island Legislatures as an example of strong dedication and support for our organization to be recognized and appreciated by all APIL members.

1. APIL Resolution No. 36-BOD-01

Clarifying Resolution 18-GA-09, CD1 to authorize the Committee on Trade and Commerce to establish and promulgate guidelines for a Task Force on Regional Airlines Feasibility Studies by January 1, 2000 and requesting the Pacific Islands Development Bank to allocate $100,000 to fund a study on the feasibility of a regional air carrier.

2. APIL Resolution No. 36-BOD-02 Encouraging all APIL members to focus on providing education and vocational training for local citizens.

3. APIL Resolution No. 36-BOD-03Calling on the United States Government to provide to the APIL an updated status report on the destruction of nerve gas at Johnston Atoll and permit a follow-up site inspection by APIL.

4. APIL Resolution No. 36-BOD-05Expressing the deep and sincere condolences of the APIL members to the family of the Late Honorable Senate President Isidoro Rudimch of the Palau National Congress, "Olbiil Era Kelulau," and to the people of the Republic of Palau.

5. APIL Resolution No. 36-BOD-06Encouraging APIL members to pursue the implementation of erosion controls on all types of erosion and public education on the effects of human activities on land and coastal areas.

6. APIL Resolution No. 36-BOD-07Requesting the Government of Japan to assist the APIL member States in developing pearl farms in order to help these islands become exporters.

7. APIL Resolution No. 36-BOD-08 Encouraging the member States of APIL to ban the practice of cyanide fishing.

8. APIL Resolution No. 36-BOD-09 Reaffirming the APIL's absolute opposition to the dumping of nuclear waste in the waters of the Pacific Ocean.

9. APIL Resolution No. 36-BOD-10Encouraging all APIL members to pursue the development of trade and exports based upon renewable resources such as seaweed farming.

10. APIL Resolution No. 36-BOD-11 Congratulating the Honorable Leo Falcam on his election to the office of President of the Federated States of Micronesia.

APIL Resolution No. 36-BOD-14Directing the Committee on Health and Environment to initiate the establishment of an APIL Health Insurance Management Council by sponsoring a conference and inviting the top management of various government health insurance programs to attend and explore the possibility of using a common management group to create leverage and obtain the best and most benefits to all enrollees in our region.

APIL Resolution No. 36-BOD-19Encouraging the member entities of the Association of Pacific Island Legislatures who have pledged to contribute $1,000,000.00 to the capitalization of the Pacific Islands Development Bank to pay in their full commitment to the bank in a prompt manner and to invite the Republic of Nauru and the Republic of Kiribati to join the Pacific Islands Development Bank.

APIL Resolution No. 36-BOD-20Requesting Continental Micronesia to maintain standard and consistent fares for the same or similar services throughout the pacific island nations, to reduce excess baggage charges to prior levels and to provide consistent and reliable cargo service rather than standby cargo service which is preclusive to export business of local produce and fresh goods.
